what does it mean when i call someone with nextel service & it says "please hold while the nextel subcriber is being located, then it goes to voice mail?"

Can the person im calling see that im calling?

Can a nextel owner automatically set it like that?

Can the phone randomly be looking for service even though the phone is in the same place and it wasnt a little while ago?
