Nextel phone?

I know that sometimes i call someone with a Nextel phone and a machine answers saying, please hold while the Nextel subscriber you are trying to reach is located and then sometimes the machine for the person you are trying to reach answers right away.

I believe when the phone is off like without battery the machine answers that the person is being located, but when the actual persons answering machine answers right away, what does that mean?
