I’m trying to understand the Rogers cell phone plan (Ontario, Canada). I have 2 situations that happen to me quite frequently and my cell phone bill is HUGE, so I want to know why:

Person A: lives in Toronto and has a cell phone from Toronto
Person B: lives in Barrie but has a cell phone from Toronto

1- Person A calls person B. Who pays the call? Is it a long distance call?
2- Person B is in Richmond Hill and call person A. Is that a long-distance-call? If person B uses a phone card from Toronto and call person A, is that a local call?

It's my bill! These situations happen between me and my BF. I tried to use phone cards so he wouldn't pay too much in his bill, but it didn't work! So I'm trying to understand WHY this is happening and what I could do to decrease our bills.

1- Person A...2- Person B

Look at the bill. If it isn't your bill you shouldn't have access to that information!
