Question about Rogers cell phones?

I have a blue Razr right now, but I get an upgrade this summer, and I'm not sure if that will be expensive or not?
Also, If I bought a cell phone at Wal Mart or something;
a)Would it be cheaper?
b)Would I have to register it with Rogers? or Could I just switch the SIM card?
