US Cellular will never do that- the closest they have are sometimes they will offer promotional free tones ie christmas you can get a free christmas tone but you have to have easy edge access. If you have a Razr, Krazr, Slvr, or nokia 6265i you can upload mp3's to your phone via cables and software..... otherwise you're S.O.L.
