Default can i bring cellular phones from a another country into the US?

recently i have heard that the US is detaining moblie phones (including ipods) at the US airports, is this true?

if in your plan you have a out of country option AND if that country has your services cell towers... when i lived in argentina.. i had sprint and sprint did not have service there.
