few questions about us cellular PLEASE HELP?

ok my phone just broken and i had it for only 3-4 months would i b able to get a new phone with no extra charges w/o the insurance plan?
and i was thinking about geting a smart phone, would it cost extra or b charged differently than regular service? (im on a family plan)
