calling overseas with verizon cell phone?

Ok so I have the most basic Verizon cell phone plan. I want to make phone calls to France, Germany, Saudi Arabia, and India.
Which should I use, cell phone or landline?
and also, sometimes my friend from germany calls my cell phone. does this cost me?
