Is Verizon Wireless the only phone service that allows ringback tones?

Is Verizon wireless the only phone service allowing ringback tones or can I get a ringback tone with my T-mobile phone?

You can get it with T-Mobile.

Press 611 on your phone and call it and they will explain how to do it.
