What is the 1-800 number to switch verizon cell phones? PLEASE HELP!?

I heard that if two people want to switch cell phones but don't want to pay the $20 or $40 that they can call some verizon 1-800 number and take off the batteries of their phones, then switch the numbers through the number? Is that true?
Also, how much of a discount does the primary cell line get for their every 2 upgrade?
