Verizon Wireless Phone Help!?

Okay, now when I went to go look for an unlimited text messaging plan, it said it was 35.00 dollars a month. Then it says Per Minute Rate 40 cents, what do they mean ?

if you don't know what I mean, go to verizonwireless.com and search unlimited texting and choose the 2nd option that appears.

Please help !
