Does the Windows Mobile on a Verizon Moto Q 9c cost a monthly fee, or is...

...it included in the cost of the phone? I was thinking of buying the Motorola Q 9c from Verizon. But before I go spending $150, I want to know for sure that Windows Mobile is free with buying the phone.
