can you flash Cingular/AT&T phones to Verizon Wireless?

I currently have verizon as my wireless carrier and I dropped my phone. I have a cingular/att phone and was wondering if I could get this flashed somewhere?? Cingular uses sim cards and verizon does not??? Thanks and anything will help.
