Iphone 3G...contract in Apple store?

Could this possibly happen? I just read that att&t is giving apple 100 bucks for every Iphone 3G that apple sells...whats up with that? I think when u buy an iphone from apple their gonna take down ur info so have to go to att&t and do a contract or u get penalized like their saying!
