Is Apple or AT&T going to give a discount to current iphone users to upgrade to...

...the new 3G model? One of my friends said he heard they were going to only charge an upgrade fee if you bought it since Oct 07 but I have not been able to find any information. Apple says they definately are not but they heard that AT&T was.
