iPhone (Apple Unlocked) - Too good to be true?

OK I've heard of jailbroken phones which are for sale and the sellers claim it to be apple unlocked but this guy mentions his phone is apple unlocked, straight from the apple factory. My first question is that did apple make any phones which were unlocked by mistake? My second question is should I buy it?
