Default How do I put pics from a cell phone that has no service onto my PC?

I have a Motorola v3 Razr cell phone which works fine, but has no cellular service anymore. I am wanting to put the pictures I have on the phone onto my PC, but since it doesn't have any cellular service I can't figure out a way to do it. I have connected a USB cable from the phone to my PC, and it seems to be recognized at first (I get an icon saying new device found) but when I go into my Hard Drive folder to see the new device, it's not there.
