Default Do cell phones without service still work?

Lets say I had a camera phone that I was not paying a monthly fee for. Would I still be able to use it's other features, like the camera, the microphone/recorder, ect? Also, would 911 still work?

Yes. All the basic applications like the camera, calendar, recorder will work. 911 will also work on any phone, in service or not.
