What is the best cell phone service provider?

i need a plan that gets me unlimited texting (or like 1500 a month) free incoming calls from where ever the hell i might get them or an awsome long distance plan, and it has to be cheap. i dont want to pay more then $40 a month after everything (system access fee, crap like that) im thinking virgin mobile. anyone?
