i have T-Mobile phone service, how do i enable the POP access it asks me to enable?

i get yahoo alerts on my phone like horoscopes and a stock quote but i do not get alerts on my phone for when i get a new e-mail. i set this up when i upgraded to a new nokia 5300 phone and it worked for like a week or two then just stoped.
