Why wont the Motorola ic902 cell phone charge when it is off?

Just bought the Motorola ic902 a few months ago. The other night I went to charge it with the phone OFF and it kept reseting itself over and over again attempting to charge but never did. Tried chargeing it with the phone ON and it charges. So now I can only charge it with the phone powered on. Does anyone know why? Is it in the settings, or is phone messed up, or even a bad battery cause I tried a different charger and it does the same thing.
