should i get a laptop? a pocket pc? a palm? cellphone?

i have $200 saved up... im 16 and i want something to work on. it is hard for me to keep on getting money.. so... should i wait to have enough for a laptop? or should i go for the other options? what are pros and cons? what is a good place on internet for reviews? what are good options for my available money?
