Default Is there a fee to change phone # or area code with Cingular/AT&T?

My friend who is with Cingular was interested in changing her phone number to her present area code because she had just moved and the rep said it'd cost $38 or $40. Is that true?

I find it strange because I work for Sprint and there's no fee whatsoever for that, while the provider I'm with also charges zilch.
