can apple or my phone company (cingular/AT&T) track my itouch?

i was wondering if apple or my phone company(Cingular/AT&T)
track my iTouch which was purchased last christmas.
it was stolen from me at school and i just heard about this tracking thing and im nto sure if its true.

also can they track my iphone 3g if it ever gets lost or stolen too?
