Unfortunately AT&T/Cingular wireless phones and Verizon Wireless phones are not interchangeable with each other. Why? Because AT&T/Cingular is on the Global System for Mobile communications, which uses the Subscriber Identity Module (SIM), SIM Card. T-Mobile is also GSM.

Verizon Wireless is on the Code Division Multiple Access (CDMA). CDMA phones do not use a SIM card and are therefore not compatible with GSM Systems. Sprint is also CDMA, except for the Nextel phones, which do use a SIM.

You can only use a GSM Phone on a GSM system and a CDMA phone on a CDMA system. The LG enV and the Chocolate are not compatible with AT&T/Cingular and they are also locked to the Verizon service.

Depends on what you want in a phone such as features. You did not provide any information on what exactly it is that you are looking for other than price. I would suggest that you look at the phones available on AT&T/Cingular and see if there are any that you like. If you see some models that you like then visit CNET.com or phonescoop.com for reviews on those phones.
