why does alltel copy t-mobile phones?!!?

t mobile made the moto rizr then alltel had to go and copy them with a different name the moto rockr, i have to admit it is better than t mobiles because it even has a button on the side to lock the keypad when the phone is closed. but why dont they come up with their own phones?!
