Bell Mobility contract- need a new phone. can they activate a Solo...

...pay-as-you-go under existing contract? I need to buy a new phone, but am locked into a contract. I know solo uses the Bell network, and I saw a solo razor phone for under a $100.
So if I pay the upgrade fee, can Bell activate this for me? Otherwise, I have to pay $449 to buy/upgrade to the razor2, since they don't carry the old razors anymore.
